Add populate-notes.mjs that fetches problem descriptions and
Python/C++ code stubs from LeetCode's GraphQL API. Populated
all 197 NeetCode 150 note files with:
- Problem description (examples, constraints)
- Python code stub (function signature)
- C++ code stub (function signature + includes)

API responses cached in leetcode/.cache/leetcode/ for instant re-runs.

TODO 0231. Power of Two   easy

Given an integer n, return true if it is a power of two. Otherwise, return false.

An integer n is a power of two, if there exists an integer x such that n == 2^{x}.

Example 1:

Input: n = 1
Output: true
Explanation: 20 = 1

Example 2:

Input: n = 16
Output: true
Explanation: 24 = 16

Example 3:

Input: n = 3
Output: false

Constraints:

  • -2^{31} <= n <= 2^{31} - 1
